Goa India
Goa sits on the central western coast of India, facing the Arabian Sea. Once a Portuguese colony for 450 years, it retains a distinct cultural identity visible in its whitewashed churches, Latin Quarter streetscapes, and seafood-forward cuisine. The state divides naturally into North Goa - livelier, with the beach towns of Calangute, Baga, and Anjuna - and South Goa, which is quieter and home to broader, less crowded beaches like Palolem and Colva. The capital, Panaji (Panjim), is a compact riverside city with a well-preserved heritage quarter and a good base for conference attendees staying near the city centre.
Goa’s conference scene is anchored around the south of the state, where several purpose-built venues and large resort hotels can accommodate major international events. The food culture is one of the most distinctive in India - fish curry rice, prawn balchao, sorpotel, and bebinca are all worth seeking out. Feni, a spirit distilled from cashew apple or coconut, is the local drink. Goa is one of the easier Indian states to navigate for first-time visitors: English is widely spoken, the infrastructure is solid, and the pace is noticeably slower than Mumbai or Delhi.
Palolem Beach in South Goa is one of the most scenic in India - a crescent bay with calm water suitable for swimming. Anjuna and Vagator in North Goa are more energetic, with clifftop sunsets and a long-standing music culture. The historic Fontainhas Latin Quarter in Panaji is a 30-minute walk of pastel-painted Portuguese houses, tile-fronted cafes, and the Goa State Museum. The Basilica of Bom Jesus in Old Goa (a UNESCO site) houses the tomb of St. Francis Xavier and is 30 minutes from Panaji. Spice plantation tours in the interior are popular half-day trips. For food, Ritz Classic in Panaji and Fisherman’s Wharf are two well-regarded options for Goan seafood. The Saturday Night Market in Arpora is worth an evening if dates align.
Goa International Airport (GOI), also called Dabolim Airport, is in the south of the state near Vasco da Gama and handles most domestic and international flights. Direct connections run from major Indian hubs (Mumbai 1h, Delhi 2h, Bangalore 1h) and from the Gulf states, UK, and some European cities seasonally. The newer Manohar International Airport (GOX) near Mopa in North Goa opened in 2024 and handles select IndiGo and Air India routes; check which airport your conference hotel is closer to before booking. A prepaid taxi from Dabolim to central Panaji costs around INR 700-900 and takes 30-40 minutes.
Goa has no metro or suburban rail. The most practical options for conference attendees are rental scooters (widely available, INR 300-500 per day), taxi apps (Goa Miles app or metered taxis from stands), or auto-rickshaws for short distances in town. Rental cars are available for day trips. The Konkan Railway runs along the coast and is useful for reaching Panaji station, but schedules are infrequent. Most conference venues in South Goa are resort complexes where everything is on-site, reducing the need for daily transport.
November to February is the peak season in Goa - dry, sunny, and 25-30C. March conferences fall at the tail end of the ideal window before humidity and heat build. April and May get hot (35C+) and humid ahead of the monsoon. The monsoon runs June through September and brings heavy rain, rough seas, and many beach shacks closing. October is transitional - the rains taper off and the coast starts to reopen. For PerCom 2027 in March, the weather should be very comfortable with warm evenings and low rain probability.
